New Changes for Voters in 2026:
ELECTIONEERING:
Per RSA 652:16-h individuals who are eligible to vote or register to vote who are unable to reasonably remove or cover electioneering clothing may vote or register and then leave immediately. Judgement on this issue will be up to the election officials.
ABSENTEE VOTER BALLOT APPLICATIONS:
Per SB 218, Voters registering to vote via absentee ballot will now be required to produce the same identification as in-person ballot voters with respect to CITIZENSHIP, AGE, IDENTITY AND DOMICILE. Examples of acceptable proof of identity and age include a Driver's or Non-Driver's ID. A driver's license or non-driver ID is also proof of domicile if the listed address matches the domicile address entered on the voter registration form. Examples of acceptable proof of citizenship include passports and birth certificates. More information regarding acceptable proof of citizenship, age, identity, and domicile may be found on the Secretary of State's website under absentee voter registration information. If satisfactory proof of all four qualifications is not provided, the application to register will be denied.
Per HB 288, Absentee Voter Ballots will only be accepted within 6 months of an election. If this timeline is not adhered to, the application will be denied.
Per SB287, there is an additional identity verification requirement for absentee voter ballot applications. Identity can be proved with 1) providing a copy of ID per RSA 659:13 (see resources section below) WITH the absentee voter ballot application, 2) personally presenting ID at the time of picking up an absentee voter ballot application or 3) having their signature on their absentee voter ballot application notarized. Absentee voter ballot applications will not be issued without one of these ID processes. Applications will NOT be available online. We are not able to send applications via mail or email, but we are able to accept them back via mail or email provided they have all documentation included at the same time. It is essential that these additional ID verifications come WITH the application, or it will be denied.
Per HB464, Applicants who were formerly registered in an NH town or ward, or who are currently registered do not have to provide proof of CITIZENSHIP or AGE, only IDENTIFICATION and DOMICILE.

Absentee Ballot Applications
Please note, a separate application must be filled out for EACH election you wish to vote absentee. Applications may be mailed, dropped off in person, or emailed to townclerk@epsomnh.gov. Emailed applications MUST BE SIGNED or they will not be accepted. The last day to accept absentee ballots filed in person is the day before the election. Ballots that are mailed in can be accepted the day of the election.
